would i be able to change the parts of a mad bull...like longer suspension better motor etc

Without a lot of custom work, but the Madbull is pretty much as-is. You can add bearings and oil shocks and that will help a lot, but the basic design is fixed as far as bolt-ons.
If you are handy with a drill and saw, you can make a smaller version of a Clod Buster racing chassis with 4-links front and rear and it will work pretty well. I saw one a while ago but the guy has taken it off his site since then.

In STOCK form the MadBull has a higher top end because of the huge tires and 2wd drivetrain. I own both BTW and have done it.
But for on road the TL01 blows the MadBull away in every other aspect and the MabBull blows the TL01 away in the dirt.
It's never fair to compare a 2wd off road truck to a 4wd on road car.
