your best bet is probably to get friendly with a couple of the local track owners. It's usually not polite to ask those kinds of questions until you are on pretty good terms.
You could come right out and tell him that you are doing research though.

Contact a local commercial real estate broker to find out the rental rates in your area.

Here's what I can remember from our track (all prices are in Canadian)
Rent is $250/month for 4 days of racing. We rent part of a warehouse that houses a couple of small businesses. Let me tell you, it's hard to keep everybody happy.
The piping and other materials used to build the track was around $450, plus extra because of repairs
Computer system and printer was donated ($50 for ink and paper though)
Driver's stand was donated
Frequency board was donated
Ramps were about $50
Cleaning the carpet once a year $100
That's all I can remember at the moment. We have enough racers every week to cover rent and get some money into the pot. Good luck!

The local track that I'm aware of is located in a business district and a so-so neighborhood. I'm sure that their rent is pretty low.

Cost depends on a lot of issues. When we had our indoor track rent was $1000 a month, utilities ran about $350-$600 a month, track itself depends on the size. Then there's trophies/awards, lap counting system, parts, and on and on. You could easily spend $30K-$50K to get something decent.
Remember, You would need to buy Carpet, a computer, Transponders, barriers, dots, tables and chairs.
It won't be cheap, thats for sure.
