I just received my new futaba 2ph and i always thought you could change crystals to be on a differnent channel but in my manual it says "Changing crystals in 72-75 MHZ transmitter is illegal, however 27MHZ is allowable. (for usa)". So what is going on, can i change crystals?

you can change crystals. but if u change to 27Mhz you have to change the receiver. Other than that theres no reason why you cant...

If you want to switch to 27 band, you need a new transmitter, too, not just the receiver and crystals.
