This question has been brought up on several other boat sites. Some say that a rougher finished prop is faster, possibly because it gives some aeration around it helping to gain some speed. Shiny props look a lot better, i can't see hanging a tarnished prop on the back of my boats after putting so much other work into the boat. Andy Brown does a satin finish on his and says that is the way to go.
As far as what to use, I've tried copper cleaner for cookware, Mother's Mag Wheel Polish, rouge on a buffing wheel and assorted other things. A Dremel polishing wheel does a good job also.

Polished or not, balancing them makes a differance.
I use a zero G magnetic balancer and have fun chasing the sweet spot with that unit.

Try using "Simichrome" and extra fine steel wool.It cuts and polishes quickly to a real nice shine. Be careful of the sharp leading edge on your prop.
