refilling shocks with oil

the question i am going to ask concerns the stock shocks on a savage.i have never had the need to refill shock oil before, and i have a question. well, i heard that you're supposed to push the shock all the way up, then fill it. i have done this twice, but the shocks seem to dampen too lightly. how am i supposed to go about this?

push it in 3/4 of it's travel. then bleed and add the rest of the oil and your set.

i fill mine up until they are full when at rest.
