try the new JR sc-1, part no. jrpsp100. its 69.99, close to your price range. its forward/reverse and has a 15 turn limit. got 2 in stock here, e-mail if interested:D
Look for the GM - V3R. It should be just under $60. Your LHS should be able to order them from Horrizon Hobby. Manufacture's item number 2844. (18 turn motor limit)
The GM - V4R has a higher pulse rate for smoother control and can handle a 14 turn motor but its a few dollars more. Item number 2840

What about a Mtroniks? They are under $50 and they are 100% waterproof! www.hobbypeople.net

Intellispeed?
These are all excellent choices. Check your local hobby shop. See if they have something in your price range.
If you plan to run mod motors be sure to look for something that will take at least a 15 turn. Be honest with yourself. Everyone wants to go faster eventually.
The M-Tronics look really good for bashers. If you get one be sure to tell us how it is.
It looks as though your only problem is choosing which reversing ESC under $60.
