most electric boats have plastic struts and rudders, also a 1/8" shaft, if so, its too small and will break. Tidewater engr. has the collets, for around $12.00 and some change. They ship out fast, call and talk to Sandy @318-281-2460, tell her that Harold McNett sent you.

it depends on the type of fullers hardware you have. as far as i know, all fullers is aluminum. you need to use a 3/16" strut and driveline for that OS engine. most of the smaller electric hardware is for 1/8" flex drives.... that's to small for a 21. if it is 3/16" stuff, then you'll be ok as long as the strut and rudder are long enough. the electric stuff tends to be a little shorter due to the lower profile electric hulls.
fwiw, it might work

Fullers hardware is great and it is basically the same as nitro stuff, though like hydroracer said the rudders are often shorter(no big deal usually)
The .150 cable is pretty good and it holds up well to large brushless motors so it should be okay but I would really recommend getting 3/16 inch cable like the other guys said(that's .187). A little stronger cable can't hurt and it is a more standard size. You may run into trouble finding a collet for .150 cable.
I think the best place to get an engine collet is Aeromarine
