The high-speed needle setting is going to depend on a few factors. Temperature, humidity and altitude are the big ones. Most RTR's and aRTR's are set to get it going, you have to dial them in from there. I can have my boat haulin' the mail here but go to another place 135 miles away and it won't run for beans. I used this as an example, I went to the IMPBA Internats 2 weeks ago and we entered my sons boat, this is where the 135 mile spread came from. Screamed here, ran like crap there. This is why it's hard for someone in Japan to set a needle for you.

If your engine is gurgling and blowing a lot of unburnt oil it is on the rich side,(this while it is running in the water). Now if it is running hard with a lot of RPMs before you put it in the water it is on the rich side. If after you put it in the water and it takes of really fast then kills hard after a few seconds of running it is too lean. If it is running with a lot of smoke for a lap or 2 then kills it is too rich.
The pipe lenght, also needs to set. Shorter pipe length more RPMs, longer pipe lenght more HP.
And like Ron said one day the boat will be running at is best, the next day it could be ruuning like a sick dog. Hot, cold, high or low humidty, all give conditions to reset the needles. But with the lower nitro% the less troubles you will have and a longer engine life.
