what makes a body roar or norrca leagal?

The body has to be submitted to Roar or Norrca by the manufacturer and then accepted.
You can find a list of the roar legal bodies on their website.
Roar approved bodies (http://www.roarracing.com/products/sbody.htm)
I am not sure about the norrca list.
