pull out the needle and check the O-ring, a little silicone on the threads will also help

Under normal circumstances, when you run out of fuel...... the engine will lean out. Can't say as you're going to hurt it because its not going to run properly.
Does the screw have a lock nut like on the K&b carbs? It should come out all the way, just don't over force it. Do what haljmac suggests.

ill get a pic of it i tryed turning the screw now it feels like theres resistance like it should fill i think fuel got up in the threds on the screw an made it loosin so the vibration make the screw move
i contacted cens customer service and ron sence hes got the same engine to see what they think

looks like a standard needle, don't screw it down hard it will damge it. It should unscrew out, the resistance you are feeling is more than likly the O-ring. If you use silicon on it make sure just to apply it on the upper part of the threads, you don't want to let it get into the carb.
