Where can I get small (3 to 4 inches) propellers, including those with more than 2 blades?

I have the same problem. David Lewis sells small adjustable 2,3 & 4 blade propellers for a reasonable price. He is listed in the vendors section.

EAM also has some 4" props (2 blade only) We have cut them down to 3" successfully.
