A surface drive prop. A subsurface can throw one but not as well as the surface setup. They look cool but you have to be careful, a prop that's too high can toss a good one but you can lose speed and cavitate.
What's your hydro? No, wait, let me guess. A ProBoat Miss Bud? If I'm right it's because the prop is under the hull instead of behind not letting the spray go upwards.
Let me modify my second sentence before I get a lot of flack on that one. Most of what looks like a roostertail on subsurface drives is spray coming from the rudder and turn fin.

Actually Ron, I'm going to agree with you. The main roostertail is from the water being slug from the blades of a surface drive prop. It's usually more pronounced with hydros since there is only the strut and driveshaft in front of the prop. Is Ron right about you having a Pro Boat Bud? If so, which one, the gas or the nitro? Also, are you still using the stock plastic prop? We could use more info on which boat you have, to help you better

Ron,
Are you picking on the miss bud again.I would say that the Miss Bud 1/8 can give you a pretty good one.I know you have seen the pics I posted....LOLOLOLOLOLO
I will agree the prop running on the surface gives you the best rooster tail,But if this is a miss bud 1/8 in this thread .Keep in mind the rear sponsons lift the miss bud CLOSE to the level of a surface drive when running. This along with a pr275 prop gives you the rooster tail In the pics I posted.Rooster tail is from the prop not the rudder or turning skeg,(except in corners of course, and then it is primarly turning skeg)
Would you agree?????
