which glue is the best to use for planking balsa and ply?

CA works good. Superglue, zap, whatever it's called. They have it at every hobby shop.

Use the slower cyno's, preferably 15 second gap filling. When you get the boat planked, go back and epoxy all the planks on the inside. This will back up the super glue and seal the inside of the hull, all in one step :)
