Just got the boat haven't tried to start it yet what are the approximate carb settings

Leave the low speed needle alone and take the high speed out about 3-1/2 turns to start. It's hard to tell you exactly were to set it at, it all depends on too many variables weatherwise. Altitude, temp and humidity all factor in.
