HELP! Is my Novak N-power broke?

I just bought a second hand novak n-power. when i plug it in the fan doesn't turn on. I had one of these along time ago and remember that everytime i plugged it in. the fan turned on. Any owners out there have this problem? Shouldn't it always be on? It seems to work alright the light turns on and it puts out power but the fan still stays off.

The newer N-Powers have a Temp Control fan. There should have been a large sticker on the box to explain.
