I learned something the other day so I'll try to pass it along here too.

As I understand it:
Complimenting colors are the left overs. Figure it this way. Green is made up of blue and yellow so it's compliment is red. Purple is made from red and blue so it's compliment is yellow. With Red, Blue, and Yellow you can make any other color. The color that's not used is the compliment of those that are used. To complicate things, some colors are not straight hues, but a mix of hues. Again, the compliment is the left overs.

If you are really curious about which colors go with what, you can pick up a color wheel for about 5 bucks at any arts & crafts store. I've used mine for deciding on color schemes for websites and they are great for anytime you want to know which colors are complimentary to each other.

I think complimentary colours are those which are closer, such as using blue or yellow adjacent to green and contrast colours are those from the opposite side of a colour wheel.

If you don't own a colour wheel, you can always scribble out the basics on a piece of paper and go from there. Write down blue, red and yellow as though they were at the tips of a triangle. Those are the primary colours.

Then write in between them, maybe a little closer to (or further from) the center, purple (between red and blue), orange (between red and yellow) and green (between blue and yellow). Those are called secondary colours.

Colours in between primary and secondary colours are called tertiary colours, eg blue-green. You can use the paper scribble to locate constrasting and complimentary colours to just about any shade you want that way.

Once you understand the basics, it's all gravy. =)
The above is for the benefit of those who don't already know and does not include the likes of pros such as Air Boston, Leadfoot, Paintguy, et al.
