It would come together fine, although you may want a slightly higher revving motor (next wind or two down) if your after really good performance. You will need an adapter plate for the 380 motors to use in a B4, one is sold by LMT designed for their 15 series motors that would work fine.
7 Cells with the right setup will get a B4 wheelspinning that hard it'll backflip if you want even with bald tyres on any surface (my B3 does this with a Feigao 540 6s/Mtroniks controller/7 GP3300 cells). The setup you suggest would be faster accelerating, but less torque so not as much wheelspin. 380 motors have better runtime/efficency as well.

The Feigao 380 10s is not the motor for 7cells. Top speed would be very poor. The Feigao 380 6s/7s/8s would be a better choice for 7cells.
I have never heard of that MGM controller you listed. It's not shown on MGM's website even under the airplane controllers. I am assuming that it isn't a car controller. But, you need a car controller in a car since airplane controllers don't work.
