Start at Frank's Mosquito Boat Hobbies (http://www.geocities.com/mosquitoboat/ptkits.html), he has two 1/16 scale Elco PT kit packages. The Floating Drydock (http://floatingdrydock.com/ptboat.htm) has some PT boat plans available, including some of the various details. Order plan "AR-CFL-2 80' ELCO BOAT, 3/4"=1' scale (60" Hull)" for $10.00 from the Floating Drydock. Floating Drydock also has some detail plans like:
Plan # Description
PT-3 Elco 80', PT103-196, G/A, 1/96 scale
PT-11 Elco 80' PT102-624 fwd. cabin 1/24 scale
PT-17 Elco 80', PT103-563, Interior Arrg. 1/96 scale
PT-21 Elco 80',Ammo lockers
PT-30 20MM Gun 1/15 scale
PT-37 Elco masts & radars 1942-45, 1/27 scale
PT-39 Torpedo Tube Mk8, 1/32 scale
PT-60 PT109 History
PT-62 PT109 General Arrang. 1/96 scale

You'll have to settle for gun sound effect devices. A .50 caliber machine gun round in that scale is only 1/32" diameter. The 20mm shell will be 1/16" diameter, and the 37mm anti tank gun shell is about 3/32" diameter. Working topedoes have been done already.
