There is a couple of tracks south of Rochester. Look here. www.bnrcc.org They run nitro Monster trucks, nitro buggies and truggies, and 10th scale nitro stadium trucks.

That's father than making a trip to the Western NY area....there are two Off Road track here, Full Throttle Raceway and Glenwood

Where exactly are they located? It says they have onroad nitro and I'd like that.

Full Throttle Raceway is in Ransomville NY
Glenwood is actually located in Springville
right now the on road seen is hurting in this area, they are working on getting a solid location

I don't know if this is still accurate, but it might be worth checking out. There was a hobby shop in Fairport that had a dirt track out back. I don't remember the name of the place but it was located on 31F. There was a VFW next door and a BMW motorcycle dealership a couple stores down from it. It's been a few years since I've lived there, so I don't know if it's still open.
