Not enough information.
Will the batterys be run in series or parallel?
Will the motors be run in series or parallel?
Without that information we can't give the best answer.

Wire the packs in parallel so they deliver only 14.4 volts, not 28.8 volts - or just use 12 cells. Wire the motors in parallel from the ESC so each motor sees 14.4 volts, not 7.2 volts. Or, wire the packs in series for 28.8 volts and the motors in series so each only sees 14.4 volts. For the latter you can use a single 10-32/90 Amp unit from RC-Hydros . For the former you can use one of their 6-14/90 Amp controllers. They are arguably the best ESCs for brushed motors, made in the USA.

I would use a Tekin 432M. You will have to buy a used one and send it back to Tekin for the latest upgrades and a check up. The 432 is just about bullit proof. There is one on ebay now as a matter of fact. I think its 60 bux buy it now. Thats if you are tight on cash. I own an RC-Hydros....lol
