Help needed Strarting a New Track

I have been considering starting a new R/C track in Springfield, MO.

Here are some of my questions:
Do I need a roller to smooth out the dirt?
What kind of lap system? AMBrc v3?
Track dimisions for a dirt oval?
Insurance?
Racing series or not? And what point system.
Consessions or not?
Promotions?

Any other insights?
