i do not know if anyone has thought of this, but the rules state that a car has to be wheel powered. they do not say that it cannot be assisted in any way like with a rocket or jet. just thinking outside the box

I think the rules mean wheel POWERED, so... the power has to go to the wheels. Therefore a rocket assist would not qualify.

you can make the power go to the wheels via a rocket. See that jet car prototype for the previous competition, for example. All he did was to make the exhaust gases of the turbine spin some kind of wheel/propeller, that transformed that force of the gases into wheel movement. The challenge is in finding a material that can resist to the extreme heat that those rocket engines generate. I tried it myself. It was fun, I found out that pretty much all metals can melt. :)
