I am setting up a Lap Cat and have no papers on her. Everything is done the only issue I have is: The cable used on the throttle on the carb moves when I turn the motor to the left? I guess i am missing some thing to keep it from moving. Any help would be great.

You sure are. The sheath around the throttle cable needs to be fastened at both ends. Most just glue the one end at the radio box but the end by the engine needs a clamp that bolts onto the engine lug. either Du-Bro or Sullivan Products makes a complete kit for the throttle linkage for the K&B outboards.
This part will work in a pinch: http://www.sullivanproducts.com/ContSysAccMainFrame.htm , part number S533.
You'd run a bolt through the loop and through the upper engine lug then the throttle cable sheath through the hole by the clamp's nut and bolt.
