Also how many volts should the orion 3200 top out at mine is about 8.4V is that about right?

If you're asking about LiPo peak voltage, it's 4.2 volts per cell at full charge, so if you're talking about a 2S, yes, 8.4 volts is spot on.

no it is 7.4 for a 2 cell li-po

peak voltage is 8.4v (4.2/cell). Average discharge voltage is around 7.4v (3.7/cell), and minimum voltage is 6.0v (3.0/cell).
