I think you're referring to Flux?
That should be MUCH easier to locate. :)

^^ Ucker stole my post :( lmao
I am pretty sure you are talking about flux. It comes in a fluid like substance, more like a gel, or paste.

The only thing I found that is called "tinner's fluid" is zinc chloride and I really don't think that is the stuff you are after there.

It might be one of those things that causes cancer so they can't sell it any more... It wouldn't surprise me.

Zinc chloride has a variety of uses including flux manufacture, water treatment and as an electrolyte in battery manufacture. Zinc chloride is also used in zinc plating, rubber and fiber vulcanization, textile finishing and for applications in food canning. It has a number of uses in personal care products and as an intermediate for fertilizers, antibiotics and catalysts.

Maybe you mean "thinners"? The fluid used to thin paint, and to clean tiny particulae of crap from things that they eye cannot see. Any automotive parts store or paint supplier will have it. That's just what it's called, thinners!!
