First off, I got the peak charger for my batteries and what a difference it made.
Now for questions:
I bought a komodo dragon 19T motor and a 23T pinion gear but I want to know what is a good range spur gear?
Bumper. What will fit without alot of modification?
Sway bar kits, do they help?
Ok that's about it. I got the idler gear and 4 spares and installed it. Got the charger and charged the 8.4 1900 NiCD and whoo hoo. Talk about a dust storm. I was streaking acrost on of the parking area's (half dirt and a little bit of rock) and was kicking up some major dust. I had ppl come out of the wood work to watch. It only lasted for about 15 minutes but man was that fun.

I would stick with the stock spur gear. Usually it's a it's a lot easier to make gearing adjustments on the pinion, so I'd pick up a few different sizes in those, probably going smaller than your 23 tooth.
Bumper? Umm...I don't know of anything that will fit without mods other than the stockers. One of the RPM bumpers for another 1/10 truck would probably be pretty close. I'd say check out the one that fits the Losi XXX series of cars...it'd be the closest most likely.
Sway bars cut down on chassis roll. They're definitely a neat thing to have, but if you're not racing then I'd probably save your money for spare parts or another battery or something you'd get more enjoyment out of.

I've already bought the sway bars and should be in some time soon. I also have bought the aluminum turnbuckles and the hub carrier (front and rear). Buying new parts and installing them to see the differences is what I enjoy most. Kinda wishing I'd bought a kit and built it myself instead of a RTR version. But I do plan on buying more upgradable stuff as time goes on. The next thing ofcourse is the ESC. One day I might go Lipo but for right now I think I'll try the modified brushed world. I also want to go with aluminum bulkheads and what ever else I can pick up. The one thing that bothers me is the rear arms don't come in purple or aluminum from what I can see. I also want to try and see what bodies will work on the eveder chassis. Something in an old muscle car look. But that gonna be after I return to the states. I snapped the right side turnbuckle so for now the evader is collecting dust on the stand. Hopefullty the aluminum ones will be more durable. But ofcourse that just means something else will break instead.lol. That's the fun of RCing from my experience. Destroy and rebuild.

I wouldn't change the gearing. Leave it as it is. 15 minutes run time sounds about right, and considering it's a 1900mah pack, that's pretty good actually. But, if you must try different gearing, search ebay for used pinion sets. They are always on there, and they are a LOT cheaper than buying new. Take this for example http://cgi.ebay.com/Lot-of-20-48-pitch-pinion-gears-associated-losi-x-ray_W0QQitemZ180218744964QQihZ008QQcategoryZ34063Q QssPageNameZWDVWQQrdZ1QQcmdZViewItem
Also, if you're not in any hurry, I highly recommend this seller on ebay http://toys.search.ebay.com/_Radio-Control_W0QQcatrefZC12QQsacatZ2562QQsassZdsplscam He quite often has sets of 48p pinions, ranging in sizes. I bought a set from him and they are perfect quality. I couldn't be happier!!
Here is a bumper that would fit without any mods http://cgi.ebay.com/RC-Bumper-set-Duratrax-Evader-ST-ST-Pro-EXT-Basher_W0QQitemZ350030012962QQihZ022QQcategoryZ340 63QQssPageNameZWDVWQQrdZ1QQcmdZViewItem
