Try doing a "search" (found at the top of the page) I put in covering with tissue and got quite a few results.

At a time longer ago than I care to remember I was a boy living in the country with no nearby hobby stores.Or stores of any kind actually. Each week when I got my allowance and a ride to town I would buy a Guillows, Megows, Ross or Comet rubber powered kit.
The store I bought these from was the local drug store. they had Comet cement for building but no dope for covering and painting. I experimented with a few different adhesives and found that LePages mucilage worked excellent for sticking the tissue to the framework. Neat rubber nipple applicator to put the stuff where you wanted it in the amount that you desired. Only catch is you need to be real careful when moistening the tissue to shrink it as the mucilage is not waterproof. Just be careful not to wet the glue
If it is tissue or silkspan you are covering with try mucilage. I don't know if LePage still makes it but I am sure someone does.

Hopes this helps.
