I have a problem with providing positive angle of attack for wing with respect to tailplane.
Problem:
1.which one is correct?what is the difference in both diagrams?which one should i follow for constructing?

i think in your problem, both cases are wrong(my opinion only)but consider iam not an expert.
if you build with this incidence in the wing, the model lost sustentation, try to make the incidence in the stabilizer -2º and wing 0º(make the last portion of the stabilizer moveable for correct in field the incidence, and tell me your experience.

so, does this set-up make it so the nose of the plane will head up during launch (or tail of the plane go down)?
