The C rating is based off internal resistance of the lipo cell's. So there is nothing you can do to boost the C rating on a lipo.

You can run them in parallel to get 6000mah out of them but with such low runtimes I would think either the batteries have seen better days, or there is something wrong with the gear ratio you have.
What are they driving and what size pinion do you use?
Some info on running batteries in parallel:

Edit: Forgot to ask but what motor/esc are you using as well?

traxxas slash, pinion/spur stock, and the batteries have only been used once each
traxxas is completely stock, stock motor replaced for stock titan, nothing has been changed except the body

Some batteries need to be cycled a few times, u don't want to connect them in series, that would make them a 14.8V battery and u'll fry the speed controller, in parallel u'd get 6000mah, but fitting 2 lipos in a slash might be a challenge, I run a Reedy 5000mah 35C lipo, MORE than enough power!
