Errr, which is better? That's going to be a tough one. Which one is better usually boils down to opinion rather than statistics. With electric powered R/Cs the motor, ESC and Battery(s) make the difference (from a speed standpoint). As for design, the USA1 places the motors down near the transaxles so the center of gravity tends to be much lower with no modification htus better handling. The E-Maxx can also be easily modified to a lower ride height effectively lowering it's CG. There are also some good sway bar kits for the E that will minimize body sway. With the stock E-Maxx setup you will be using two battery packs which means that your weight will be a bit higher as well.
Stock vs Stock, I would have to say that the E-Maxx is my favored electric, hence the name LOL. I love the way the suspension operates on rough terrain, and the two-speed shift on the fly tranny.
Right now there are TONS of trick things you can do with the USA1 and the E-Maxx alike. The E-Maxx hop ups tend to be "bolt-on" replacement parts that are made of an upgraded material. The USA1 hop-ups extend into ready made tube frames that turn the truck into a beautiful piece of art that will stomp some terrain as well. I have to say that a tricked out USA1 is probably one of the coolest R/Cs around. RC Car Action did a KILLER story on a USA1 that could easily pull around CBS blocks!
You should try to find a LHS that has both kits or try to get in touch with some local folks that own each truck so you can see them. They're pretty different, but equally intriguing.

You forgot to mention the Clod, probably one of the most significant RC vehicles ever. The after market support on the Clod is extremely extensive, more than the E-Maxx or USA1 easy.

durability....those plastic "hexdrives" on the usa1 twisted up the first time i tried to climb a hill - the same hill my $50 radio shack mutant eats for lunch, lol. i only spent $25 bucks for my usa1 and i feel ripped off - my only comfort is that i now have 4 tires for when i get a clod, lol. i shouldnt have to buy "sassy sliders" or some other upgrade just to get the power from the STOCK motors to the ground. sad, just sad, lmao:-)
