Is is normal for the spur gear to rotate in a tmaxx when the car is at idle. My spur gear rotates and changes speed at idle, but it dosent move the wheels. Is this a needle setting problem or something else?

It's not unusual for the spur gear to rotate. You may want to lower the engine idle speed slightly if the transmission starts to engage (that will tell you that the idle is too high).
I moved this into the Truck forum where is would get more response.

i think the t-maxx has 2 centrifical cluthes
one on the engine and one in the tranny
so no its not unusual for the spur gear to spin and not the wheels.
