that pipe looks like part of a seals lower intestines, what kind of pipe is that and why is it bent like that?

Looks like a chambered pipe to muffler, they use on the 1/5th scale on-road cars. I looked at getting one for my 1/5th scale I was told it would add 1 to 1.5 more HP.
