What is the name and the make? I can't figure it out.

If the hull length is around 32 inches,and is a plastic hull it's likely a Victor V-32. It's sold as both a RTR sailboat and in full kit form, I had the RTR hull and it was a really nice sailing yacht. The RTR ones usually came with a wooden deck with a clear Lexan cover over the opening over the radio gear, and if this sounds like your boat here's the contact point for it:
