At least two sets... I race an EMaxx with two sets of GOOD race packs. Sure beat a lot of crap packs any day,
For Touring cars, stock class, I would suggest at least three packs.
I have gotten by with two packs, and i know a couple kids who currently get away with two race packs.
If money is not a major factor, get 4 packs. I generally run two whole packs in practice ( see tip below ) and I run three packs for the main, re-using one of the practice packs.
Tips: If you get Sanyo HV cells, They generally perform better on the second run. Time it so that they have a good hour or two to cool between runs. I run the same 3000HV pack in the first heat race, and then re-run it for the main.
Practice Tip: Go out and make about a 3 minute run, decide what needs changing, make changes in the pits, and then go back out for the final runtime. Remember to re-sauce tires if you are racing a touring car.

2 batteries is a minimum. Have 1 battery charged, and another in your car. Get some decent batteries too .. I'd probably take 1 really good battery over 2 cheap ones though. :o
If you can get a good price on some cells, by all means, go for it!
I bought two good 2000 cells, for $60 when i first got back into electric. They were some freaking good cells, and the one pack had a cell go bad ( my fault, over discharge ), the other pack is still going ( its about 2 years old now ). It barely makes runtime, but its still going!
I also bought a 3000H pack for $20, brand new a year ago. The cells had very low voltage compared to "good" 3000H cells, but i bought them mainly for practice packs.
