Trackmaker software

The city Parks and recreation department decided it would be ok to set aside a couple acres to allow us to build both and oval and a dirt off road track, needless to say the oval will be the easy part, I know there used to be software called trackmaker but now all I find is the GPS Trackmaker when I search on google, anyone know if this is still around and where to find it? I know there is a track building thread but I couldn't find info on the software in there and gave up after about 30 pages of looking.

There were 2 versions of it on my computer for some reason. I think the 2nd one is newer.
